    Course introduction

    Hong Kong Gerontology of Association was subsidized by Lotteries Fund, and carried out "Pilot Project on Accreditation System for Residential Care Services for the Elders in Hong Kong" in 2002-2004. In March 2005, with the support of Health, Welfare and Food Bureau and Social Welfare Department, Residential Aged Care Accreditation Scheme (RACAS) was launched, which provides a volunteered accreditation program for all the RCHEs in Hong Kong.

     

    An accreditation cycle is three years which includes the first year of initial accreditation and the second and third year of annual review. The purpose is to promote the development of high quality residential care services, to establish professional clinical procedures, to develop a high-level of standards on quality of services, in order to achieve continuous improvement in service quality.

     

    The accreditation standards of RACAS was accredited by The International Society for Quality in Health Care (ISQua) in May 2008. In June 2014, the Hong Kong Accreditation Service of the Innovation and Technology Commission acknowledged the Accreditation Division as the "Accredited Certification Body of Certification of Residential Care Homes (Elderly Persons) Service Providers’ Management System". RACAS is the only residential care homes certification body in Hong Kong being certified by international and local accreditation organizations.

     

    RACAS developed a unique training programme for doctors, registered nurses, social workers, physiotherapists and occupational therapists to be qualified assessors. Students are required to complete 35 hours lectures, pass examination and complete 3 – 5 days accreditation practicum as to be qualified assessors with 1 year validity. Assessors are required to complete 3 hours advance course annually to maintain the qualification. Honorarium $6, 000 will be offered to assessors after completion of 5 – 7 days accreditation jobs including on-site assessment and writing reports.
