Upon initiation of the Hong Kong Association of Gerontology (HKAG) and the recommendation of the Social Welfare Department (SWD), the Lotteries Fund Advisory Committee has approved funding for HKAG to undertake a 2-year "Pilot Project on Accreditation System for Residential Care Services for the Elders in Hong Kong".

HKAG completed the Report on Pilot Project on Accreditation System for Residential Care Services for the Elders in Hong Kong (the Report) in September 2004. The Report was disseminated to the sector and
relevant Government departments/ organizations (including the Health,
Welfare and Food Bureau, the Hospital Authority (HA), the Social Welfare Department (SWD) and the Department of Health (DH)) in early 2005. Along the recommendations in the Report, HKAG launched the Scheme on a self-financing basis in March 2005. The management
system of RACAS is in accordance with ISO/ IEC 17021: 2011.
